I think I would spend a lot of time there.
Instead of trying to arrest shooters may be
just post signs marking the areas "Frequent Photography Zones"
to warn the bashful and draw the performers.

Same guy Pez ... I was just visiting ... I travel a lot for work and get there maybe once a year ... Grauman's is a great place to shoot as everyone has a camera and most are looking down at the cement footprints ... my problem was that I was going there everyday for too many hours ... be careful out there ... Peace ...
